ENGLISH FLYING TIPPLER UNION ( EFTU )

CONSTITUTION

THIS UNION TO BE KNOWN AS THE ENGLISH FLYING TIPPLER UNION . THE AIM OF THE UNION IS TO BRING TOGETHER TIPPLER CLUBS AND INDIVIDUAL TIPPLER FANCIERS WITH THE PURPOSE OF PROMOTING THROUGH COMPETITION AND EXHIBITION ALL ASPECTS OF THE FLYING TIPPLER SPORT .

THE UNION SHALL BE GOVERNED BY AN ELECTED THREE MAN COMMITTEE CONSISTING OF 2011-2012

CHAIRMAN ; MICK GROODY

PRESIDENT ; DAVE BLACK

VICE PRESIDENT ; IAN ELSTOB

WHO SHALL HAVE THE POWER TO MAKE DECISIONS ON BEHALF OF THE UNION WITH THE CHAIRMAN HAVING THE CASTING VOTE IN ALL MATTERS ARISING THROUGHOUT THEIR TERM OF OFFICE WHICH WILL RUN FROM ONE A.G.M TO THE A.G.M THE FOLLOWING YEAR

THE UNION WILL ALSO HAVE AN ELECTED SECRETARY 2011-2012

WHO WILL BE RESPONSIBLE FOR THE DAY TO DAY RUNNING FINANCES ECT OF THE UNION AND BE ACCOUNTABLE TO THE COMMITTEE

MEMBERSHIP

A; FIRSTLY IT SHOULD BE POINTED OUT THIS UNION IS FOR TIPPLER FANCIERS ONLY NO MEMBER IS ALLOWED TO RING WITH E.F.T.U RINGS OR COMPETE IN ANY E.F.T.U EVENTS WITH ANY BIRD OTHER THAN A FLYING TIPPLER ANYONE FOUND DOING SO WILL FACE EXPULSION FROM THE UNION .

B; ANY PERSON RESIDING WITHIN THE E.F.T.U BOUNDRY AND IS OVER 15 YEARS OLD IS WELCOME TO APPLY FOR MEMBERSHIP IN THIS UNION ALL APPLICATIONS CAN BE MADE TO THE SECRETARY AND WILL BE DECIDED BY THE COMMITTEE .MEMBERSHIP WILL BE ACCEPTED AT ANY TIME DURING THE YEAR .NO RINGS WILL BE GIVING OUT BEFORE JANUARY OF THE SAME YEAR .

C; THE COMMITTEE WILL ARRANGE AN AGM TO BE HELD IN OCTOBER EACH YEAR WHERE THE COMMITTEE AND SECRETARY FOR THE FOLLOWING YEAR WILL BE ELECTED .

D; FOLLOWING EACH A.G.M THE NEWLY ELECTED COMMITTEE WILL HOLD A FINANCE MEETING TO SET FEES FOR THE FOLLOWING YEAR

MEMBERSHIP FEES £15

COMPETITION ENTRY FEE £ 1.00

RINGS £1.50 PER 10 RINGS SOLD IN BATCHES OF 10

ALL FEES AND RING MONIES TO BE PAID BEFORE RINGS ARE ISSUED ALL COMPETITION FEES TO BE PAID TO THE SECRETARY DAVEY WARRENER BEFORE COMPETITION DATE.

THE UNION TO ORGANISE 8 COMPETITIONS EACH YEAR BOTH OFFICIAL (WITH REFEREE PRESENT ) AND HONOUR (COMPETITOR ACTS AS HIS OWN REFEREE ).COMPETITIONS TO BE HELD ON SUNDAYS BUT ANY MEMBER WHO CANNOT FOR ANY REASON COMPETE ON SUNDAY CAN COMPETE ON THE SATURDAY OF THE SAME WEEKEND BUT MUST NOTIFY THE SECRETARY EITHER BY POST OR PHONE 1 WEEK IN ADVANCE . AFFILIATED CLUB SECRETARIES TO BE RESPONSIBLE FOR PUTTING IN ENTRIES FOR THEIR MEMBERS , PRIVATE MEMBERS ARE RESPONSIBLE FOR THEIR OWN ENTRIES .THIS ALSO APPLIES TO COMPLETED TIMESHEETS WHICH MUST BE RECIEVED BY THE THE E.F.T.U SECRETARY NO LATER THAN 6 DAYS FOLLOWING THE COMPETITION .

DIPLOMAS TO BE AWARDED FOR THE FIRST 3 PLACES FOR MEMBERS USING THE HOUNOUR SYSTEM AND FRAMED DIPLOMAS OR TROPHIES FOR THE FIRST 3 PLACES OFFICIAL SYSTEM .

FLYING RULES

ANYONE BEFORE ACTING AS A REFEREE IN ANY EFTU COMPETITION MUST BE OVER 15 YEARS OLD AND HAVE READ AND FULLY UNDERSTAND THE FOLLOWING RULES AND BE IN POSITION TO REFEREE THE KIT AT ALL TIMES

1. NAME AND ADDRESS OF COMPETITOR AND START REFEREE RING NUMBERS OF COMPETING BIRDS ALONG WITH COMPETITION DETAILS TO BE FILLED IN ON TIME SHEET PRIOR TO RELEASE

2. ALL RING NUMBERS OF COMPETING BIRDS TO BE CHECKED AGAINST THE TIME SHEET DIRECTLY THE BIRDS INTO A LOFT. COMPETITORS MAY FLY 3 TO 15 BIRDS LONGEST KIT ON THE WING TO WIN PROVIDED NO OBJECTIONS ARE MADE AGAINST THEM ALL FIELDS ON THE TIME SHEET MUST BE FILLED IN CORRECTLY ANY ALTERATIONS MUST BE SIGNED BY THE REFEREE

3. ALL KITS MUST BE ON THE WING AT THE TIME STATED IN THE CASE OF THE HONOUR SYSTEM COMPETITORS KITS MUST BE ON THE WING BY 7.00 AM AND RELEASE TIME ENTERED ONTO THE TIME SHEET. REFEREES MUST BE IN A POSITION TO SEE THE KITS ON THE WING ON LIBERATION TIME

4. ANY COMPETING BIRDS DROPPING OVER 75 YARDS FROM THE COMPETITORS LOFT WILL BE DISQUALIFIED BIRDS DROPPING WITHIN THIS BOUNDARY THE COMPETITOR WILL BE ALLOWED TO FETCH THEM OFF THE PLACE THEY HAVE DROPPED

5. ANY BIRDS RAKING OUT OF SIGHT IN THE FIRST HOUR THE REMAINING PART OF THE FIRST TWO HOURS SHALL BE ALLOWED FOR SIGHTING BUT IF THEY RETURN DURING THE SECOND HOUR THEN ONLY ONE HOUR IS ALLOWED FOR SIGHTING THROUGHOUT THE REST OF THE COMPETITION SHOULD THE COMPETITOR DECIDE TO DROP HIS BIRDS AT ANY TIME HE MUST INFORM HIS REFEREE TIME WILL BE TAKEN AS SOON AS THE COMPETITOR GIVES ANY SIGN TO INDUCE THE BIRDS TO DROP ANY BIRDS DROPPING WITHIN BOUNDS IN DAYLIGHT THE COMPETITOR MUST STAY WITHIN THE RULES AND HAVE THE BIRDS IN WITHIN ONE HOUR AFTER DARK

6. kITS FLYING WITHOUT FAULT INTO OFFICIAL DARK AND STILL KITTED ONE HOUR IS ALLOWED TO HAVE THE BIRDS IN FROM TIME BEING TAKEN ANY KIT NOT FLYING TOGETHER MEANING ALL THE BIRDS CANNOT BE SEEN IN ONE VIEW IS TERMED SPLIT AND MUST BE IN WITHIN ONE HOUR OF THE SPLIT BEING CALLED

7. ALL REFEREES TO SET THEIR TIME TO BBC TIME

8. IF ANY REFEREE HAS A JUST REASON TO DISQUALIFY THE KIT HE IS WATCHING HE MUST ACQUAINT THE COMPETITOR BEFORE LEAVING IF HE TAKES THE TIME OF ANY KIT HE IS WATCHING HE MUST REMAIN UNTIL ALL THE BIRDS ARE IN AND CHECK THE RING NUMBERS OF THE KIT AGAINST THE TIMESHEET

9. NO ALTERATIONS TO BE MADE TO THE OUTSIDE OF THE LOFT OR LOFT AREA WITHIN ONE WEEK PRIOR TO THE COMPETITION NO ACTIVITIES TO BE CONDUCTED AROUND THE LOFT AREA DURING COMPETITION WHICH MAY CAUSE THE BIRDS TO BE FRIGHTENED ALLOWING FOR BIRDS DROPPED IN BOUNDS TO BE GOT BACK ON THE WING FOR TRAPPING

10. IF A PIGEON SETTLES ON OR AROUND A COMPETITORS LOFT DURING COMPETITION HE WILL BE ALLOWED TO GET IT IN BUT ONLY IN THE PRESCENCE OF HIS REFEREE AND WITHOUT DROPPERS BEING SHOWN

11. ANY COMPETITOR INSULTING ANY REFEREE OR INSPECTOR WHILST HE IS EXECUTING HIS DUTIES WILL BE DISQUALIFIED

12. ANY CIRCUMSTANCES ARISING NOT COVERED IN THE FOREGOING RULES THE COUNCIL SHALL HAVE THE POWER TO MAKE A DECISION ON

13 RECORDS SET BY MEMBERS COMPETING USING THE HONOUR SYSTEM WILL BE RECOGNISED SEPRATELY WITHIN THAT SYSTEM

14 THE COMMITTEE HAS THE RIGHT TO SEND AN INSPECTOR OF THEIR OWN CHOICE TO OVERSEE THE STANDARD OF REFEREEING AT ANY MEMBERS LOFT DURING ANY COMPETITION ANY COMPLAINTS CORNCERNING ANY UNION MATTERS SHOULD BE SENT TO THE SECRETARY WHO WILL FORWARD THE COMPLAINT ON FOR A DECISION MADE FROM THE COUNCIL .
